How the Property Tax System Works

In accordance with House Bill 1984 and Senate Bill 18 of the Property Tax Code, the five year value history and tax comparison can be found on Spring ISD Tax Statement Locator.

  1. The Harris Central Appraisal District determines the value of all properties, grants exemptions and certifies values to the taxing units.

  2. The governing bodies of taxing units, such as the School Board or City Council, review budgets and then set the tax rates which determine how much taxes are due on each property.

  3. The Tax Assessor-Collector calculates how much you owe for each taxing unit, prepares and sends bills, collects monies due and disburses the funds to the appropriate taxing unit.

Attention Homeowners:

You do NOT have to pay a fee to file a homestead exemption. Please contact the Harris Central Appraisal District at 713-957-7800 concerning any corrections in ownership, valuation or exemptions.

Important Information:

If you have not received your property tax statement by mail, and you cannot view your property tax statement online, the values may not yet have been certified by the Appraisal District. Please check with the Harris Central Appraisal District (HCAD) for further information.

You are still responsible for payment of your property taxes even if you have not received a copy of your property tax statement(s). Please call (281) 891-6160 to receive a payment amount for your property taxes.

Timely Payment Of Property Taxes:

Property taxes are due upon receipt. You have from October 1 through January 31, to pay the Current Year Taxes without penalty or interest. Action by Mail is timely if: (1) it is sent by regular first-class mail, properly addressed with current postage prepaid; and (2) it bears a post office cancellation mark of a date no later than the specified date due. If you wait until the last day of the month, please make sure all requirements are met. There are no exceptions.

*On February 1, all unpaid current taxes become delinquent. Penalty and interest are added to the original base amount and continue to increase until taxes are paid. 15% additional penalty added to accounts under suit.

**Business Personal Property maybe subject to 20% collection fee on April 1st. This fee also includes mobile homes, residential as well as mobile homes used for business purposes, but does not include mineral property which is considered Real Property.

By Law, the Tax Assessor-Collector cannot waive penalty and interest on delinquent taxes, adjust values, or ignore deadlines established in the Texas Property Tax Code.

Various Payment Options:

Quarterly Payments - Sec. 31.031 Installment Payments of Certain Homestead Taxes.

If before the delinquency date an individual who is disabled or at least 65 years of age and is qualified for an exemption under Section 11.13(c) pays at least one fourth of a taxing unit’s taxes imposed on the property that the person owns and occupies as a residence homestead, the person may pay the remaining taxes timely without penalty or interest. The first installment is due by January 31, remaining payments by March 31, May 31 and July 31. **There are strong penalties set by the state for failure to pay each installment timely.**

Credit Card & Electronic Payments - Taxpayers have the option to pay their current or delinquent school/water district taxes by credit card or electronic payment (e-check) either online or telephone. This option is available for current year taxes or any delinquent taxes. You will need the 7 or 13 digit tax account number located in the top middle section of the statement. A Real Property Account has 13 digits. Your home for example is considered real property. Personal Property or business account would reflect 7 digits.
