Chief of District Operations

Mark Miranda joined the Spring Independent School District in 2015 as Chief Operations Officer, overseeing all of Spring ISD’s support services including the transportation operations, maintenance, building operations, construction and energy, safety and risk management, distribution services, and child nutrition departments.

A veteran school operations professional, he brings more than 20 years of experience to the role, including three years as Director of Business Operations with the Houston Independent School District.

Miranda began his career in education in 1998 as Systems Control Consultant for Houston ISD. In this role, he was responsible for managing process improvement projects for the executive leadership team. Throughout the next 17 years he served the state’s largest school system in a variety of positions while expanding his knowledge of school operations, procurement, contracts and facilities management. Starting in 2011, he managed the day-to-day operations of HISD’s construction and facility services, business assistance, food services, police and transportation departments. He also worked directly with the chief operating officer to develop a long-range facility and capital improvement plan that ultimately led to the passage of a $1.8 billion bond referendum.

He is a graduate of the University of Houston–Downtown and holds a designation from the Main Event Management Institute.

Dr. Kregg Cuellar

Dr. Kregg Cuellar

Chief of Academics & School Leadership

Dr. Kregg Cuellar serves as Chief of Academics & School Leadership, which focuses on the district’s overall educational and academic programs and school leadership. Dr. Cuellar previously served in Midland ISD, where he was the Deputy Superintendent, overseeing the Office of School Leadership, Curriculum and Instruction, Special Services, Student Programs, Research and Evaluation, and Federal Title Programs. He has over 20 years of experience in education, including Deputy Superintendent for Portland (Oregon) Public Schools, Community Superintendent at Baltimore County Public Schools, and Assistant Superintendent within the College Readiness department in the Houston Independent School District. He earned his Bachelor’s Degree in Interdisciplinary Studies and Master of Education Administration & Supervision from the University of Houston-Victoria, and his Doctor of Professional Leadership from the University of Houston. He most recently completed his Certificate in Advanced Education Leadership from Harvard University.

Shane Strubhart

Shane Strubhart

Chief of Communications

Shane Strubhart has been named Chief of Communications, leading all internal and external communications for the district as well as the Family and Community Engagement Department. Mr. Strubhart brings nearly 25 years of experience in public education, most recently serving in Harlingen CISD as Associate Superintendent for Community Engagement and Workforce Development. Prior to that, he led public relations and community engagement for the district. He also served nine years as an educator, and five years in information technology with Harlingen CISD, Dell, and the Texas Attorney General's office. He earned a bachelor’s degree in Technology from the University of Texas - Brownsville, as well as a master’s degree in Instructional Leadership. He and his wife, Amy, are the proud parents of three children – Aaron, Tristan, and Alexa.

Ann Westbrooks

Ann Westbrooks

Chief Financial Officer

Ann Westbrooks was appointed Chief Financial Officer of Spring ISD in 2015. A certified public accountant with more than 15 years of accounting and financial management experience, Westbrooks joined Spring ISD in 2006 and has held various roles during her time with the district, including controller, assistant superintendent of financial services and, most recently, interim chief financial officer.

Among a broad range of responsibilities, she oversees budgeting, accounting, accounts payable, business systems, cash management, payroll and the Spring ISD tax office. She also ensures district compliance with the financial reporting requirements of the Texas Education Agency as well as other governmental agencies, including the IRS and the Teacher Retirement System of Texas.

Under her leadership, the district has sought new ways to manage costs and operate more efficiently. She and her team led the district in the development of a zero-based, priority-focused budget process for the 2016 fiscal year that allowed budgets to be tied to specific areas of the district’s new five-year strategic plan. During her years with the district, the Spring ISD financial services team has regularly received national recognition for its annual financial report as well as top ratings under the state’s financial accountability system.

Terrell King, Ed.D.

Terrell King, Ed.D.

Chief of Human Resource Services

Dr. Terrell D. King serves as Chief of Human Resource Services. He brings over two decades of experience in public education, previously serving in North East ISD in San Antonio as Executive Director of School Administration. A native of Jackson, Mississippi, Dr. King began his career as an English teacher at Bastrop High School in the Bastrop Independent School District before going on to serve in assistant principal and principal roles in Bastrop. He later served as Director of Elementary Staffing for the Round Rock Independent School District, Executive Director of Human Resources for the Bastrop Independent School District, and Associate Superintendent for Human Resources for the Klein Independent School District before taking on his most recent leadership role in North East ISD. Dr. King earned a bachelor’s degree in English with a secondary education concentration from Lyon College, as well as a master’s degree from the University of Texas at Austin in curriculum and instruction, specializing in language and literacy studies. He also received a doctoral degree at UT in Educational Leadership and Policy, concentrating in the Cooperative Superintendency Program.

Matt Pariseau, Ed.D.

Matt Pariseau, Ed.D.

Chief of Innovation & Student Success

Dr. Matt Pariseau serves as Chief of Innovation & Student Success, which focuses on innovation and specialty programs throughout the district. This role supports our status as a district of choice through exploration of grants and other funding sources for innovative programs that support future-ready graduates. Dr. Pariseau has served in various roles in Spring ISD since joining the district in 2013, including as an instructional coach, Special Education supervisor and director, as well as in his previous role as Assistant Superintendent of Curriculum & Workforce Development. Dr. Pariseau has led curriculum efforts to ensure equitable outcomes at every grade level and provided synergy in the training and development of staff members to support that mission. He also serves as an adjunct professor in Educational Leadership at Sam Houston State University. Dr. Pariseau earned his Bachelor’s Degree in Political Science from Sam Houston State University, his Master of Education in School Counseling from Lamar University, and his Doctor of Educational Leadership from Sam Houston State University.
