At regular meetings of the Board of Trustees a maximum of 30 minutes shall be allotted to hear persons who desire to make comments to the Board. Persons who wish to participate in this portion of the meeting shall sign up 15 minutes prior to the start time of the posted agenda on the day of the Board Meeting at the reception desk located outside the Board room. Registration shall begin 50 minutes prior to the start time of the posted agenda. To validate the registration, the form shall be completed in full by the person wishing to speak. The total number of participants shall be limited to a maximum of ten.

At 6:45 p.m. (or 15 minutes prior to the start time of the posted agenda), a District representative shall determine who is present to speak. A lottery drawing including all present, registered speakers shall determine the order of presentations. If more than ten persons have registered, the lottery drawing shall also determine who will present. Persons not chosen to speak shall be given the opportunity to present their views to the Board in writing.

No presentation shall exceed three minutes. The Board President shall appoint a member to serve as timekeeper.
